Sluggo Star is the father of Gary the Snail, he is also the uncle of Patrick Star, Sam Star, and Ed Star.
He was only seen in a family poster of the Star family in the episode "Rule of Dumb."
Near the end of the episode, the Elder Starfish found a splotch under Sluggo and cleaned it, revealing an image of Gary which revealed that Gary is related to Patrick.
